The Rays are finally bringing Manuel Rodriguez back. The right-hander hasn't thrown a single big-league pitch all season after undergoing surgery last year, but with his rehab window maxed out at 30 days, Tampa Bay had a decision to make -- and they're rolling with him for the series against the Orioles.

That's not exactly a no-brainer call. Rodriguez's rehab assignment was rough -- 10 outings scattered across the Florida Complex League, Single-A Charleston and Triple-A Durham, and he posted a 9.00 ERA over just 8 innings down there. Strikeouts were there (14 of them), command clearly wasn't.
But the Rays aren't activating him off one bad month in the minors -- they're activating him off two years of receipts. Before the injury, Rodriguez had quietly become one of Kevin Cash's more trusted relievers, running a 2.12 ERA across 68 innings in 71 appearances with Tampa Bay, good for a 193 ERA+. That's the kind of track record that buys patience even after a 9.00 rehab ERA.
Rays president Erik Neander confirmed the move on a radio hit, and the timing lines up: Tampa Bay needs bullpen depth for the stretch run, and a reliever with Rodriguez's prior numbers is worth stashing on the roster even if he needs a few outings to shake off the rust.
Whether he slots right back into high-leverage work or starts in mop-up innings will depend on how he looks his first week back. Either way, the Rays just added an arm with real upside to a bullpen that could use it down the stretch.
