Kelly spent 19 seasons climbing the NFL ladder — starting as a regional college scout with the Broncos back in 2007, working up to assistant director of pro personnel there, then bouncing to the Bears as director of pro scouting in 2015. He landed with the Raiders as assistant GM in 2022 and got the interim GM bump in 2023 after Las Vegas fired Dave Ziegler, before getting let go himself in February 2025.
From there it was on to Miami, where Kelly joined the Dolphins as a senior personnel executive and again found himself running the front office on an interim basis for the back half of last season. Two separate interim GM stints in two years is the kind of resume that usually leads to a full-time shot somewhere — instead, Kelly's pivoting entirely out of the traditional team-building lane.
TMRW Sports isn't some fly-by-night operation trying to cash in on a trend, either. This is the group behind TGL, the tech-infused golf league backed by Tiger Woods and Rory McIlroy, and their flag football venture arrives with serious institutional weight — Silver Lake, Sixth Street, Bessemer and Dynasty Equity are among the investors, alongside NFL legends like Peyton Manning, Tom Brady, Serena Williams and Billie Jean King. NFL clubs themselves have authorized up to $32 million in investment through 32 Equity, and the league is reportedly aiming to launch in the run-up to the 2028 LA Olympics, when flag football makes its Olympic debut.
That's the real story here. Hiring away a two-time interim NFL GM to run operations isn't a vanity move — it's a signal that TMRW wants this league built with actual football-ops rigor, not just as a novelty. Kelly knows how to stand up a front office, manage rosters and navigate the day-to-day grind of pro football; now he's applying all of that to a sport that's about to get the biggest institutional push of its existence.
Whether flag football can actually sustain a legitimate pro league remains the open question, but between the NFL's backing, the celebrity investor list and now league operators with real GM chops, this isn't a half-measure. Worth watching how many more established football-ops guys follow Kelly out the door as the league starts filling out its front office ahead of 2028.
